3. Nikolai Tokarev
In conformity with the Treasury Department, Nikolai Tokarev is the president of the Transneft company and he runs a state-owned gas and oil business, which is responsible for transporting 90% of oil extracted from Russia’s land.
In the 1980s, both he and Putin served in the KGB. The European Union thinks that Tokarev helped gain control of Russian state assets back in the 2000s.
4. Igor Shuvalov
Igor Shuvalov is the CEO of the Russian development bank called VEB and a few years ago, he was Vladimir Putin’s deputy prime minister.
He was accused by Alexei Navalny, a Russian opposition politician, of using a $62 million undeclared private business jet to drive his wife and her prize-winning corgi dogs back and forth around the world.
