Most states using HealthCare.gov reported a drop in enrollment numbers from 2016 to 2017, but Utah avoided such a decline, and saw the third-highest year-over-year enrollment growth, reports, the Associated Press reported.

Oklahoma can boast with the second-lowest silver deductible in the United States. Although a 2017 attempt to further decrease the health insurance costs was rejected by the federal government, Oklahoma maintained low prices and even saw a record high in open enrollment in 2020, with 158,642 Oklahoma residents signing up for health insurance.

Hawaii is the best state in terms of cheap health insurance costs. “The Paradise of the Pacific” provides the lowest average monthly premiums in the nation. Hawaii is one of the few states where exchange enrollment saw an annual growth from 2014 through 2019, with a slight decline in 2020, according to West Hawaii Today.
